Strasbourg is a French commune situated in the Bas-Rhin department. As the prefecture of the department, it has also been the capital of the Grand Est region since 1 January 2016. The capital of the historic region of Alsace, the city is bordered by the River Rhine and lies on the border with Germany.

Strasbourg is one of the three ‘European capitals’, alongside Brussels and Luxembourg. The city is home to numerous European institutions, notably the Council of Europe – which oversees the European Court of Human Rights and the European Pharmacopoeia – as well as the European Parliament and the European Ombudsman.

Along with Basel, Geneva and New York, Strasbourg is one of the few cities in the world to host several international institutions without being the political capital of a state. Strasbourg is also France’s second-largest city in terms of the number of international conferences hosted, after Paris.

The City of Strasbourg and the Eurometropolis of Strasbourg are two distinct institutions. They are characterised by a shared administration and a common headquarters.

The City of Strasbourg was awarded the ‘City of Art and History’ designation in 2014, as part of a project to promote its heritage and raise awareness among Strasbourg’s residents about their local environment.
The ‘City of Art and History’ label is awarded by the Ministry of Culture and Communication to local authorities that have chosen to commit to an active approach to raising public awareness of architecture and heritage.
The whole of Strasbourg is involved. The aim is to incorporate into the project all the elements that contribute to the city’s identity: the Grande-Île and the Neustadt, both of which are listed as UNESCO World Heritage Sites, as well as the built, landscape and intangible heritage of the various neighbourhoods.
Combining heritage with contemporary urban life, its initiatives fall into four areas:

• Le 5e Lieu, this centre for the interpretation of architecture and heritage, enables visitors to (re)discover the city of Strasbourg through its heritage, architecture and cultural life.
• Les Rendez-vous, a cultural programme dedicated to architecture and heritage (tours, games, workshops, etc.).
• Les Explorateurs, a range of educational activities aimed at school groups and medical and social care organisations.
• The ‘Parcours’, educational tools designed to help visitors discover the city in a fun way.
